The CSE is the third and last phase of a competitive hiring process. The first, or “preliminary,” examination is an objective test.

The General Studies (GS) paper and the aptitude test are both part of this qualifying examination. Only those who pass this level are eligible to take the “Mains Exam,” which consists of nine topics in total.

The next step is an interview, and the cadre is then expanded further by the promotion of non-gazetted civil service personnel. Direct hiring accounts for two thirds of the strength, with the other third being filled via advertising.
